The High-Level Workshop of the People’s Government took place this Thursday in Caracas, Venezuela, with the participation of over 5,000 communal circuits.
The event focused on discussions about the construction of the communal state, a proposal championed by President Nicolás Maduro.
The meeting aimed to strengthen popular participation in public management and lay the groundwork for a new governance model in the country.
During the closing of the Workshop, President Maduro emphasized that the Homeland Plan, drafted by Commander Chávez in 2012, will guide the country’s development over the next six years.

The president highlighted that the “Plan of the 7 Transformations” must have a profound impact on Venezuela’s social and economic reality, encompassing all aspects of the daily lives of Venezuelan families.
President Maduro urged community leaders and public officials to focus on the agenda until March 23, to discuss and develop a concrete Action Plan that aligns public policies with the needs of the territory.
The creation of Communal Cabinets was another central topic, as these will become command centers to implement policies and missions that respond to the demands of people’s power.
The president also stressed the need to eliminate the “old bourgeois state” and move toward a popular and democratic state. In his speech, he reaffirmed the government’s commitment to planning and direct governance from the communities, emphasizing the importance of building a new model that prioritizes people’s power.
Executive Vice President Delcy Rodríguez complemented President Maduro’s remarks by announcing the installation of the Communal Government cabinets between February 24 and 26. Rodríguez called on ministers to actively participate in this transformative process, underscoring that the Workshop is an essential step in consolidating People’s Power and addressing the country’s current challenges.
The Workshop is also part of the Seven Transformations proposed by President Maduro, which aim to revitalize the economy and promote constitutional reform.
The popular planning sessions, scheduled between February 27 and March 23, will focus on the specific needs of the Venezuelan population.
The Plan of the 7 Transformations covers several crucial aspects, such as the economic transformation toward a productive and diversified model, as well as the promotion of collective rights and defense against external threats.
Through these initiatives, the Venezuelan government seeks to build a more just and equitable future for its people, fostering a collaborative approach in the construction of the communal state.
